Each of the 5, 16 bit words are intended to represent the 16 module slots of the 140XBP016 00 backplane. The MSB of the word is equivalent to the left most slot of the backplane or slot 1. The LSB of the word is equivalent to the right most slot of the backplane or slot 16. Any bit within the word which has a value of "1" would indicate that the module or power supply I/O mapped to that slot position is healthy. Any bit position within the word which has a value of "0" would indicate that the module or power supply I/O mapped to that slot is unhealthy or the slot is not configured for use.

A Quantum drop will never use more than the first two of the 5 words provided. This is because a Quantum drop can not have more than two backplanes.
Unity provides 5 words because you could be using 800 series I/O. An 800 series drop could consist of as many as 5, 19" racks or 4, 27" racks making words 3-5 valid where I/O health is concerned.
