Creating a CID file for an ION7550 or ION7650 meter using CET850 software


A CID file needs to be downloaded to ION 7650/7550 meter to make it available on the IEC 61850 network. This article explains how to create a .cid file using an existing .icd file. The .icd files are available and can be downloaded from external Powerlogic website.

Templates can only be uploaded if the modules in the template match those on the meter. The modules on the meter are determined by the firmware.
For example, if a customer changes from v371e firmware (with IEC 61850 implementation) to v371s firmware (without IEC 61850 implementation), they will be unable to upload their previous template.

Install the default meter template (you will lose all existing configurations).

Can you configure ION Meters to accept multiple 61850 clients?

There are absolutely no settings that you can change in your ION Meter regarding number of accepted Client connections.

That is hardcoded in the meter's firmware, no matter which communication protocol is used to connect to the meter.

Does PowerSCADA Operation support communication with IEC 61850 devices based on Parallel Redundancy Protocol?

YES, PowerSCADA Operation 8.2 (PSO) supports communication with other IED nodes as defined by IEC 61850 standard, over a network that uses Parallel Redundancy Protocol (PRP) nodes as defined in the standard IEC 62439-3 (March 2016).
Implementing the IEC 61850 standard, PSO can communicate as a Client with any Server (IEDs) by using the native IEC61850N driver.
The IEC61850N communication driver uses MMS (Manufacturing Message Specification) which is an Application Layer protocol (7th, top layer of OSI model).
PRP is a Link Layer redundancy protocol (Layer 2 of OSI model), which allows higher layer network protocols to operate without modification.
This means that MMS protocol works without problems, further means that PowerSCADA Expert IEC61850N driver will work.
PRP implements redundancy in the nodes rather than in the network.
Thus, to connect a PowerSCADA Server node to such network, a Redundant Box (RedBox) device is needed.
For redundant PowerSCADA server nodes, a RedBox device is needed for each node.
This RedBox requirement should not be seen in any way as a limitation of PowerSCADA software, it is a hardware device that is needed to connect to such a redundant network.

Configuring GOOSE in MiCOM S1 Studio

Goals and Symptoms

The objective of this tutorial is to illustrate the configuration of basic GOOSE messaging on two Px4x series IEDs. Once the configuration is complete pressing Function Key 1 on one IED will send a GOOSE signal to the second relay and illuminate LED #1 on that relay. Also, pressing Function Key 1 on the second IED will send a GOOSE signal to the first IED and illuminate LED #1 on that IED. In other words, we will setup IED_1 to publish a GOOSE message which is linked to the state of itsFunction Key 1. Also, we will setup IED_1 to subscribe to the GOOSE message that is published by IED_2 and have that message turn on or off IED_1’s LED #1.

G3200 using IEC61850 - How to detect if Modbus Slaves are offline

Goals and Symptoms

G3200 and PowerSCADA (or any IEC61850 Client Software): How to detect if the Modbus Slave is Offline to prevent invalid values?

Facts and Changes

Having G3200 Firmware v1.4, PM820 meter connected to G3200 over RS485 as a Modbus Slave, PowerSCADA (as IEC61850 Client) connected to G3200 on Ethernet port.
If the communication between the G3200 and the PM820 is broken, then the values (last values of the PM820) are still available over the G3200.
In this case, would be better to have all PM820 data become invalid or to have a way to trigger an alarm about this, wouldn't be?
Is there a possibility to change this in the CID file or in the G3200 firmware, or what is the solution?

Causes and Fixes

Current firmware implementation in G3200 doesn't support updating IEC 61850 data structure when the connected device (Modbus Slave) is offline.
PowerSCADA (or any other IEC61850 Client software) connected to G3200 should check the values of LLN0 and LPHD Logical Nodes under each Modbus Slave device defined in the CID file.
If It finds LLN0.ST.Mod = 5(OFF) then it should trigger an Advanced Alarm for that Modbus Slave device.

LLN0 and LPHD are the two logical nodes dedicated for physical device health and status.

Case1: When Modbus Slave device is "Online"
LPHD1.ST.PhyHealth = 1(OK)
LLN0.ST.Mod = 1(ON)

Case2: When Modbus Slave device is "Offline"
LPHD1.ST.PhyHealth = 3(Alarm)
LLN0.ST.Mod = 5(OFF)

G3200 updates the whole IEC 61850 data structure of the device if, and only if, the device is Online.
Then, it reads the data from device using Modbus functions and updates the IEC 61850 data structures.
If devices get disconnected, Measures, Quality and Timestamp won't be updated. However, the above mentioned nodes: "LPHD1.ST.PhyHealth" and "LLN0.ST.Mod" are updated and their values could serve as device status monitoring.

You can integrate the meter into various industry-standard networks. Data that the meter measures can be made available to other devices using Modbus, DNP 3.0 and SNMP as well as the MV-90 translation system. This firmware release supports EN50160:2010 (Edition 4) and IEC 61000 4-30 Edition 3. EN50160 is a European standard that defines the voltage characteristics of the electricity supplied by public distribution systems. The latest firmware version for this meter now supports the EN50160:2010 (Edition 4) standard. The IEC 61000-4-30 (4-30) standard defines methods for measurement and interpretation of power quality parameters in 50/60 Hz AC power supply systems. The standard describes measurement methods for relevant parameters to obtain reliable, repeatable and comparable results using any compliant meter. 
V400 is a general firmware release that adds support for new metering hardware. In addition this firmware release reduces the 7x50e and 7x50s variants into one allowing for IEC61850 and10Meg of logging memory to occur upon the same device. V400 adds compatibility for the -05 hardware revision option. This can be found as the last two digits of a meters serial number. V400 will NOT be compatible with previous versions of hardware ( -04 or earlier). In addition previous firmware revisions (pre V400) will not be compatible with the -05 hardware. We have consolidated the e (IEC61850) and s (standard) variants into one release. This means ALL devices ordered with V400 will now contain IEC61850 functionality as well as contain the 10M logging memory. Both features can be implemented in frameworks simultaneously. NOTE: To support the new features in v400, download the latest version of ION Setup from the website. 
*The V374s version is the standard version. *The V374e version is for IEC61850 protocol support. This firmware is for the older hardware platform (RevA, if you like). The equivalent firmware for the RevB hardware platform is V401.
Firmware V373 is a general firmware release that adds support for the following features: (1) Access to more voltage data (2) Enhanced interharmonic distortion calculation (3) Display module enhancements (4) initial release of the PowerLogic Remote Display and also includes security enhancements. What can SFT2841 be used for in a standard IEC61850 configuration?

1. Get information from the SEPAM and ECI850 connected to the IEC61850 network. This can be done manually by keying the SEPAM description or automatically by using SFT2841 to poll the network to locate connected devices.
2. Extract ICD files from the library to build a configuration based on the SEPAM description.
3. Build a CID file as a result of the configuration for each SEPAM or ECI850 connected to the IEC61850 network. For an ECI850, it contains the configuration of all the SEPAM connected to the ECI850.
4. Generate an SCD file for use by other IEC61850 configuration tools. It contains the configuration of all SEPAM and ECI850 connected to the IEC61850 network.
5. Import a CID file into SFT2841 to modify it: for example to add or remove a SEPAM in the IEC61850 network topology.

Implementing IEC61850 protocol requires CET850, which uses the ICD file specified and creates a CID file. It is this CID file which is then uploaded to the meter via FTP. Please see page 12 of IEC 61850 and ION Technology, and the attached SFT Common libraries and detailed instructions on how to load the CID files into ION meters.

Download CET850 from the Schneider Electric site (This CET850 IEC61850 configuration tool replaces the previous tool called SFT850 software, therefore it works with Sepam IEC61850 protocol as well).

Cybersecurity Announcement

Floating License Manager v2.1 addresses vulnerabilities in the Flexera FlexNet Publisher component detailed in CVE-2016-10395, CVE-2017-5571 and CVE-2016-2177. Uninstall the current version of the Floating License Manager, and then install version 2.1.
NOTE: The Floating License Manager v2.1 installer is included with this hotfix release but is not a part of the hotfix installer. Unzip "Floating License Manager" and run "setup.exe".

Important Notice: There is a known issue with the Floating License Manager v2.1.0.0 installer. When installing with a logged-in Windows User name containing a space, the install will not succeed. The workaround is to install the Floating License Manager with a user that does not include a space character in their name.

Bug Fixes and Enhancements

TFS 21482 - AlarmEvents with a state of normal returned in GetAlarmEvents response for EWS

GetAlarmEvents was changed to not return alarms in the normal state.

TFS 21483 - Incorrect timestamp information provided for AlarmEvents not in the Active state

Alarm timestamps are now updated to reflect the true timestamp of occurrence for all state changes (active, drop out, acknowledge).

TFS 21484 - Unable to filter AlarmEvents by Type using EWS

Alarms are now filtered based on type. 

TFS 21485 - Unable to successfully acknowledge alarms using EWS

In some situations, EWS would not acknowledge alarms correctly.  This behavior has been fixed.

TFS 21486 - Unable to filter alarms using the PriorityTo and PriorityFrom fields

EWS did not observe the priority field correctly. This has been addressed and the minimum allowable priority has been set to 1 (to exclude non-alarm objects in the PowerSCADA alarm database).

TFS 21557 - PowerSCADA projects - including the starter project, PLS_Include, and PLS_Example - need to be upgraded to support the new DBF schemas

PowerSCADA projects have been upgraded to the latest DBF schemas.  If there are existing projects created from the starter project, set [CtEdit] Upgrade = 1 in the Citect.ini file using the Setup Editor, and then restart PowerSCADA Studio.

TFS 21564 - Alarm Proxy does not show the analog alarm states

Alarm Proxy now reports the analog alarm states (HIGH HIGH, HIGH, LOW, LOW LOW) instead of ON / OFF.

TFS 21566 - If a CSV file that does not exist is selected in the I/O Device Manager, the application throws a runtime exception


A message is displayed indicating that the file does not exist.


TFS 21569 - On large systems with 200k configured alarms, the GetAlarmDefinitions call in Alarm Proxy is slow and causes ENM to timeout

Performance issue in alarm proxy has been resolved.

TFS 21649 - When CoreServiceHost adds and removes devices, it may lose the original IDs

CoreServiceHost now keeps a device chronicle.  When the device is removed and then later added, the ID will remain the same.

TFS 21913 - If the equipment name is changed in the system, but the I/O Device name is unchanged, CoreServiceHost will not refresh the equipment name

CoreServiceHost now properly updates the equipment on name change.

TFS 21935 - Logs that are too large for the Windows Event Log do not get logged properly

Large logs are now broken down into smaller log entries.

TFS 21970 - Profile Wizard and Automation does not support IPv6

Profile Wizard and Automation now supports IPv6 for TCP/IP Board level drivers.  This requires the TCP/IP Driver version or later.

TFS 21975 - Open and Close buttons are disabled at runtime on equipment popup when separate digital tags are used for commands

The form now enables the command buttons if the Pos_On or Pos_Off tags are defined.

TFS 21979 - Alarm Proxy cannot return alarms that transition to inactive

This setting is now configurable in the Application Configuration Utility.

TFS 22043 - Single sign-on calls from a remote thick client do not work

Single sign-on now detects remote clients.

TFS 22060 - The I/O Device Manager cannot bulk import devices with device names greater than 16 characters

The I/O Device Manager now reads the device name length from the equipment.profiles file for proper validation.

TFS 22066 - Wonderware ArchestrA Logger Security Patch

Wonderware ArchestrA Logger Patch 2017.517.2328.1 is applied.

TFS 22150 - Alarm filters do not work on some resolutions

Alarm filter AN numbers are fixed for all alarm page resolutions.

TFS 22155 - Alarm filters perform exact matching

The alarm filter screen allows the user to select the filtering mode. The default setting is read from the INI file [Alarm] FilterMode.  0 (default) = Exact Match, 1 = Starts With, 2 = Ends With, 3 = Contains.

TFS 22306 - The equipment tree used on alarm pages is slow to render over the web client

Any page using the equipment tree should set the default library and symbol on the equipment tree genie, or set 'Hide Symbol Icons' to 'TRUE' if a default icon is not available.

TFS 22401 - Alarm filter and equipment tree filter operate independently

The alarm filter and equipment tree filter operate together to filter the alarm tables.

TFS 22896 - Core service host logs two warnings during shutdown - exception thrown during disposal.


Cleanup methods were reworked to prevent the exception.


TFS 22898 - EWS cannot obtain tag updates at a 5 second rate

EWS and core services were updated to obtain data at a 5 second poll rate.

TFS 23262 - Equipment popup alarm table does not acknowledge or disable alarms

Alarms can now be acknowledged or disabled in the equipment page.

TFS 23274 - Equipment.profiles cannot be imported into the Profile Editor in cases where the original Device Types and Device Profiles were lost

The Profile Editor can import the equipment.profiles file to generate device types, device profiles, and tags.

TFS 23437 - Citect 2016 Updates


Citect 2016 Update (April 10, 2018) is included with this update.

Project ID management was removed from Citect 2016.  Project IDs are now located in the ProjectInfo.xml file. 

MinUnitNumber and MaxUnitNumber (previously stored in UnitNumberRange.xml) have also been migrated to ProjectInfo.xml.

The Alarm Summary page now displays the state that caused the alarm.

TFS 23650 - 8.2 install does not enable ASP feature within IIS

The installer now enables the ASP feature under IIS. This server role feature is required to run the Citect web control client. (Previously the View-Only web client was the only option for web deployment.)
