Issue:Getting 460V on output using 230V input

Cause:N/A
Resolution:No. A drive cannot act as a transformer. In most cases what is coming in at the line side of a drive is what will be coming out.
The only exception is the ATV12 drives that can accept 120V input and output 230V. This is limited to 1 HP.
