The fix for this issue is to copy the attached zipup23.dll file into the the system32 directory. Depending on the operating system, this directory is either under \WinNT or \Windows. The drive depends on which drive is being used as the boot partition for the operating system.
Example: for Windows 2000 and assuming a standard installation, place the file in c:_winnt_system32
