Power Monitoring Expert 9.0 - After upgrade, why does the Alarms web application get 'stuck' when processing existing records for first time use?

After upgrading to PME 9.0, when I go to the Alarms web application, I see the Progress Report displaying how many old events/power quality events/alarms have been processed and how much more is left to do. Under some circumstances, Alarms can get 'stuck' in this state and never complete, rendering the Alarms application unusable.
See attached screen capture of the Alarms application when in this state.

    Power Monitoring Expert 9.0

Processing existing Event/PQ/Alarm data after upgrade to Power Monitoring Expert 9.0

This can happen in some circumstances during the processing of alarms after upgrade:
    * Duplicate alarms (i.e. the same alarm in multiple incidents)
    * Empty alarms (no associated events)
    * Empty incidents (no associated alarms)

Should any of the above conditions occur, the Alarm Processor can get stuck in an endless loop of being unable to process corrupt alarms/incidents.

*Warning: Irreparable database damage can occur. This procedure should only be performed by users familiar with SQL Server Management Studio. Databases should be backed up prior to performing this procedure.*

    To resolve this problem:
    1. IMPORTANT: Before proceeding, shut down the ION Log Subsystem Router service and ION Software Data Processing service
    2. Run the attached .sql file 'Clear_Corrupt_Alarms.sql'
    3. Restart the services stopped in Step 1 above.

    Additional Information
This problem will be addressed in the next PME release.
